Have you considered a Rollator. It is a walker with wheels, fold easily, has a seat where you can take a jacket, book, or anything else you want to have with you. When you get to where you need to be, set the brake, turn around and seat yourself. I have a very bad hip and I have used on now for over 2 years, like it so much better than a regular walker.

Call the County to see what they offer through senior services of County transportation services via the Office on Aging.

Manatee and Sarasota county both have shuttles. If you can show that you are unable to drive, they will pick you up, drop you off and pick you up when you are done. My step father uses this service three times a week for dialysis, in Manatee county, costs $2.00 each way. Call the Sarasota county office for details.

I think you'd find it easier if you got one cab there, then another cab home, wouldn't you? A bit more waiting around for you, but I expect that the problem you're running into is waiting time charges from them.

Or, make friends with a small, independent local cab firm and wheedle them into helping..?

Yellow cab?
My yellow cab driver, drops us off, and yes he is a wheel chair accessible van, and he will pick up other appointments if requested. I have his cell phone number so I can call him when we are about done with appointment, and hopefully we can get the timing right.

Sometimes I have to wait, and sometimes it's a long time..

I know my driver doesn't like waiting around if someone else needs to be picked up. I have learned to bring a bag of extra blankets, water, snacks, and wipes, just like you would with a lil one, only this one is bigger and older, and just as dependant ...

There are several services which come to mind.
Uber/Lyft- pay by app, info in app, and they will drive you around.
A local church/organization which see's this specific need and hires people to do just that.
Call a taxi, and ask if he/she can wait for you or return at such-and-such time.
A volunteer service through a medical organization
