I know that here, where I live (Wisconsin), there are organizations that help with the financial assistance of major household repairs. Gladimhere is right---Call your area agency on aging. I would also try places like Salvation Army and United way as well. They may know of organizations that can help you.

Habitat for Humanity is another organization that in the past (and presumably still does) help.

I'm assuming this person is in a rural area where there's no government sewer or public works authority?

If there's a Senior Center in the area, contact them, as well as others in surrounding communities that might be larger.  I've gotten a few good references from Senior Centers, but not all will give recommendations b/c of liability issues.

The Alzheimer's Assn. also maintains lists, and they're very prompt about providing them.

Another possibility is the community government, although I don't know which department, maybe something like Economic Development, or DPW.      My local community used to get HUD funds (see the first post above), received on a fiscal year basis, for emergency repairs for needy residents.
