So, when my mom was in a NH, brother was POA for finances and we all three were on Health Care POA.

In the end, it was my SIL who visited most often (she is wife of brother who was financial POA). The nurses would tell her what was running low or she would check mom's closet and order what was necessary.

Or, when I came on weekends, someone woukd tell me what mom needed, and brother/Sil woukd order. Or if needed immediately, I would go and get it and POA would cut me a check.

Perhaps if you described what the issue is, we could come up with better solutions.

I would say the financial POA is responsible because they have the money responsibility. Medical does get involved until decisions need to be made about medical decisions. But Fin. POA buys the supplies out of principles money keeping the receipts if ever questioned. I would say yes about keeping inventory which is in POAs best interest. If its Depends, see how fast one pkg goes. Mom had a cabinet above the toilet with a shelf underneath. I could put 3 columns of depends, maybe 6 high on that shelf. I kept the 30 cnt pkg in the back of her closet. When the shelf was getting low, I refilled. I actually got a call from an aid to tell me Mom was running out of diapers. I had to tell her they were in the closet. But in some MCs you may find that when a resident runs out an aide may "borrow" from a next door resident. MC should keep a supply on hand for this reason. No one should be using Moms personal stuff for anyone but Mom.

If I bought anything for Mom out of pocket, I wrote a check from her checking acct once a month. Put the receipts in an envelope with the amount of Ck and Ck# on the front of the envelope.

Financial POA. Medical is just for making medical decisions.

Are these two different people?

Yes they are two different people. The Med POA takes her to all of her medical appointments, manages her care at the MC facility, gets her meds at Costco (her request-cause she gets hers there too) etc. and is supposed to be giving the Fin POA any receipts for reimbursement.
