I would use whatever she's using now since it's in her memory. Gladimhere is right about her eventually forgetting to charge it, put it back in it's charging cradle, misplace it. For my MIL in LTC with memory problems we just have a land line within reach of her bed. She no longer remembers how to call out but the staff is good about making sure it's on the charging cradle and she can still reach it and answer when it rings. It may not always be this way but the facility does enable FaceTime calls with her and a staff member on an iPad.

Just had this discussion on another question. You get her what she is used to. Even if no Dementia is involved, us older people don't do good with change. In my Moms room of my house, I found a landline phone that had a handset and a cradle. She picked it up when the phone rang and put it down when she was done. If your Mom is used to a cordless, than get her one. If not used to a cell, I would try teaching her now.
